Bank Promotes Fredericksburg Locals Jeffrey Rouse, Lee Pugh and Jeffrey Davis
Alexandria, VA – Burke & Herbert Bank, a full-service community bank since 1852, announced several promotions today all tied to the Bank’s growing presence in the greater Fredericksburg Market and push into Richmond.
Jeffrey Rouse was named Senior Vice President and Market President, Greater Fredericksburg. Rouse, a long-time Fredericksburg resident and seasoned commercial banker, was hired by the Bank as part of a team to grow the Bank’s presence in the region. Jeff has over twenty-five years of banking and business development experience. Prior to joining Burke & Herbert Bank, he served as Market President and Principal Relationship Manager for Wells Fargo Bank and held leadership roles at Rappahannock Economic Development Corporation and Stafford County Department of Economic Development.

The Bank also announced the promotion of Lee Pugh to Regional Director of Commercial & Industrial Lending for the greater Fredericksburg and Richmond metro markets. Pugh, a Senior Vice President, will direct the Bank’s geographical growth in these regions and lead the Bank’s specialized medical and dental lending services. Pugh has over thirty years of banking experience, most recently as a Senior Vice President and Commercial Banker for First Citizens Bank. Previously, he held commercial banking roles at Royal Bank of Canada/Centura Bank and Bank of Granite.
Further, the Bank has tapped Jeffrey Davis to join the Fredericksburg Commercial Banking Team. Davis, who has more than 25 years of financial services experience, was elevated from his previous role of Branch Manager after successfully launching the Bank’s newest branch on Cowan Boulevard in Fredericksburg.

The Bank’s market headquarters in Fredericksburg and full-service branch opened in 2021 and represented the Bank’s first locations outside of northern Virginia where the Bank has operated for the past 170 years. Later in 2021 the Bank added another market headquarters in Ashburn to serve the businesses of Loudoun County and surrounding regions. Most recently, the Bank announced the hiring of veteran bankers to service the Richmond area and expects to announce the opening of a market headquarters there later this month.
